Abstract:
This is a peculiar phenomenon in the public sector (NIGERCEM). Rather than making money they are depleting government fund. Whereas it's private counterpart (CHEVRON) is making tremendous profit for it's owners However, the study employed a comparative study using Chevron where these techniques are applied to make significant impact and Nigercem where they are obscure. Following the above concern, through a review of other authors .contributions, the study enumerated and evaluated the various, human resource management techniques, it's application and anticipated outcome on labour productivity .In the process of the study, a sample size of 93 out of 121 population (Nigercem) and 104 out of 141 population (Chevron) respondents were selected from relevant departments of both companies. Questionnaire complemented by physical observation and personal interview granted by concerned management staff were administered. These are aimed to elicit necessary data and information.

For a computable statistical data analysis, percentage of tables were used to evaluate responses. To test research hypothesis chi-square is introduced to conform and relate responses with hypothesis. The data analysis identified certain flaws in human resource management techniques• that hindered performance of personnel. Among these paramount in Nigercem are:

111. Regressive employees performance .,appraisals
iv. Poor salary/incentives
v. Abuse of punishment/reward procedure
Considering the objective of the research, other findings were unravelled, such as the consequence of centralisation and decentralisation on personnel. In addition, employees of Nigercem earnestly solicited for privatisation.Hinging on this findings and hindsi ght, recommendations are made. It is expectedthat diligent observance of them would certainly improve labour productivity since bulk ofthe labour poor productivity are incited and ignited by ineffective useand abuse of human resource management techniques, as elucidated by the research.
