Abstract:
Tn the simplest term, public relations is to establish
arid maintain mutual understanding between tin organization or
individual and the relevant publics so as to create goodwill
for the orgnnisation. However, in the case of government
parastatals in Kaduna metropol is, inspite of having pub1 ic
relations units, there seems to exist lack of mutual
understanding between them and their relevant publics.
This study was, therefore, carried out to appraise the
use of public relations programmes in government parastatals
in Kaduna metropolis. The objectives of the study are:
1. To determine the degree of involvement of public relations

2. To appraise the level of effectiveness of employee, customer
and community relations programmes in government parastatals
in Kaduna metropo1is.
3. To find out the degree to which Pub1ic Relations services
contribution to the parastatals have direct relationship to
The growth and development of the parastatals.
4. To find out the constraints of public relations practice in
government parastatals in Kaduna metropolis.
5. To determine the level of relationship between the current
image of government parastatals and the use of public
relations programmes in the parastatals.
The traditional statistical model was employed to
determine n sample size of 383 members of staff and 568
members of external pub1ic of government parastatals in Kaduna
metropolis. Two s e t s of structured questionnaire were used
for the study. The statistical tests of proportion arid the
chi-square test of significance were used to test the
hypothesis while percentages were used for the data
presentation.
The major findings are
1. There is re1aitonship between the use of pub1ic re1ations
programmes and the effective management of government
parastatals in Kaduna metropolis.
2. The employee, customer and community relations programmes of
government parastatals in Kaduna metropolis are not effective.
3. The degree or public relations services contribution to
government parastatals in Kaduna metropol is do not have direct
relation to the growth and development of the activities of
the parastatals .
4. The constraints of pub1ic relations practice in government
parastatas in Kaduna metropolis are poor funding, lack of
adequate Facilities to work with, unprofessional staff, lack
of adequate encouragement: Tor the Public. Relations staff and
lack of understanding of the PR units.
5. The lack of mutual understanding between the government
1)parastatals and their publics upon which their current image
is based is as a result of low, as well as, ineffective use of
public relations programmes.
